The CCS Framework, a commercial agreement between the Department of Education and Crown Commercial Services (CCS) for the provision of supply teachers, is one of the most significant recent advances in school recruitment. This framework establishes uniform protection and compliance procedures, standardises terms and conditions for the business, and improves cost transparency to cut down on supply teacher spending. Here at Dunbar Education, we’re proud to be named as a supplier on the Crown Commercial Services (CCS) Framework for school recruitment.

The CCS framework can be used by schools to hire a variety of teaching and non-teaching staff. By filling temporary recruiting needs on CCS terms, schools can save money while still being certain that the finest standards in compliance and safeguarding are followed. Call our highly qualified CCS team for a consultation to get the framework functioning for you.

What kind of role are you looking to fill?

Supply

The CCS framework makes it simple and quick for schools to obtain the best deal for filling roles that are temporary or fixed-term. By using the deal, you can relax knowing that the organisation you are working with has been assessed against the strictest compliance requirements, relieving you of the burden of fulfilling procurement law obligations.

Permanent

If you choose to hire the temporary employee as a permanent employee, you can save money by using the CCS supply teachers package to hire temporary workers. It is free to transfer a worker to a permanent position once they have worked at your school for 12 weeks or longer as long as they offer 4 weeks' notice.

Nominated Worker

You can recommend a worker to a CCS supplier in order to recruit them temporarily but under CCS terms. This is known as a nominated worker, and it gives you peace of mind knowing that compensation and background checks have been handled.

FAQ - CCS Frequently Asked Questions

How do you transfer a temporary worker to a permanent employee contract without incurring any extra costs?

As long as you give a minimum of 4 weeks’ notice and the worker has completed at least 12 weeks of work on CCS terms, then transferring them to a permanent contract is free of charge.

How do I check if one of my preferred agencies is on the deal?

We’d hope that Dunbar Education are your go to choice!

There are over 120 suppliers on the deal, which means they have been audited and accredited to the CCS’ best practice standards in education recruitment. With national coverage, you’ll be able to find a local office nearby.

Did you know it may cost you even less than the mark-up shown on the CCS selection tool?

Depending on your needs we may be able to offer you a lower, bespoke agreement than the amount shown on the selection tool. The mark-up shown is the maximum amount we will charge you.

When does an agency named on the framework need to offer me CCS terms?

All suppliers on the agreement are obliged to tell you that they are part of the deal and offer you CCS terms. If you’re not sure if the agency you work with is on the deal, ask them!

What if I know of a worker I want to hire through an agency?

If you know a worker who isn’t signed up with an agency on the agreement, and you want to hire them temporarily on CCS terms, you can tell the agency that you would like to hire them as a nominated worker. Once the worker has signed up to us, you will benefit from the peace of mind that their pay and background checks have been taken care of. If you want to, you’ll be able to take them on permanently without any extra fees after 12 weeks of work.

Is the agreement just for teachers?

The deal isn't just for hiring teachers. In fact, most roles that a school will need to fill are covered by the CCS deal, including cleaners, teaching assistants, clerical staff, administrative workers, maintenance staff, and more.
